Como escrever algo, quando palavras não são capazes de expressar?
Certamente o universo lexical da linguística impede, por absência, encontrar palavras para exprimir o sentimento que nos consome. E não só isso mas, a educação, como forma de viver e conviver também participa desse impedimento tácito e involuntário.
E quanto a alienação? A imbecilização? A manipulação? A visão ceratocônica da realidade? A política monárquica do PSDB em São Paulo? Ah! E o estado democrático de direito?
Ora, ora, ora! Assim dizia o palhaço!
Em meio às crises,  melhor seria racionalizar em busca de soluções.  Manipulado por essa pseudo democracia,  melhor seria viver no Reino Unido. Subjugado pela monarquia tucana da incompetência, melhor seria esperar a salvação dos "Vingadores", sim, esses mesmos que você está pensando.
Todos nós - o povo - também gostaríamos de morar em lugares chamados de "palácio", cercados por seguranças armados e treinados e por serviçais de prontidão, pagos com o dinheiro público dos tributos. Mas, não é assim que as coisas funcionam!
Se optarmos por termos esses tipos de serviços teremos que pagar por eles, com nosso próprio dinheiro, do nosso salário, de onde ainda pagamos por escola particular, plano de saúde, seguro do carro, previdência privada, etc. Haja salário! Ou, podemos fazer como nosso atlético governante bandeirante e agarra-se às mamas da política cujo leite emana interminavelmente e, protegido pelas muralhas virtuais de seu palácio e adulado por seus leais serviçais, dizer que tudo está sob controle. Bem. De certa forma ele até que está com a razão! Há controle sim mas pelo lado errado!
Porém, quando desce a pesada ponte levadiça e se transpõe o mundo da fantasia de Disney, nos encontramos expostos, vulneráveis, fragilizados e desorientados.
O que devemos fazer? Pegar em armas? Mudar de país? Orar a Deus? Ou filiar-se ao PSDB?
Qualquer que seja sua escolha, certamente a pior delas seria ser policial! Aquele que, fardado ou não, faz um juramento de dedicar-se de tal maneira que encerra dizendo: ... com o sacrifício da própria vida! Pois é! Não é somente o médico que por Hipócrates que se submete a um juramento. O Policial também!
E como ele vive?
Desrespeitado pela sociedade. Desconsiderado pelo governo. Perseguido e morto pelos marginais.
Esse é o quadro que vejo da segurança pública do governo de São Paulo.

GLOBAL ROAD SAFETY INITIATIVE

The Global Road Safety Initiative was started as a five year project in 2005 and has now been taken on into a second phase funded by Michelin, Renault, Shell, Total and Toyota. The first phase was funded by Ford, General Motors, Honda, Michelin, Renault, Shell and Toyota. The Global Road Safety Partnership was chosen by the funding companies to be the implementing agency for the project in both phases.

The Initiative targets three regions or very large countries with substantial road safety problems. In the first phase, these were ASEAN, China, and Brazil. In the second phase, Africa and India have been added. Independent reviews have been made of the first phase of the Initiative and can be downloaded from the column on the right of this page. Key findings from the review were:

In Brazil, the programme was judged to be particularly noteworthy because of its originality, and its emphasis on building local partnerships. Other international observers have also noted the uniqueness of this programme, including the Bloomberg Philanthropies foundation who are extending the partnership model that we developed and that GRSI funded, when designing and implementing their own road safety programme in Brazil.

MANUTENÇÃO PREVENTIVA

Para garantir um trânsito seguro, evitar acidentes e problemas
inesperados com seu veículo, a prevenção é o melhor caminho.
Uma coisa é garantida: peças do veículo irão falhar ou quebrar e
os óleos utilizados perderão suas características iniciais, não
cumprindo mais a sua função. Portanto, a questão não é se
ocorrerá, apenas quando ocorrerá.
Por isso, não basta o carro ser equipado com itens de segurança
modernos e confiáveis, é necessário criar o hábito de fazer
regularmente uma revisão. Mas, infelizmente, a maioria só se
lembra de levar o carro para oficina quando ele já está quebrado
ou, pior ainda, quando um acidente já aconteceu.
A manutenção preventiva, como o próprio nome sugere, evita que potenciais problemas ocorram e
possibilita a tomada de ações para aumentar a segurança e evitar acidentes, além de evitar gastos
extras que ocorrem quando uma peça quebra em uso.
A verificação deve seguir a periodicidade ou a quilometragem recomendada no manual do carro.
Estar com o carro em condições seguras é importante sempre, mas a preocupação deve ser ainda
maior antes de sair para viajar. Para evitar problemas inesperados e acidentes, leve o veículo a
uma loja especializada em manutenção e verifique: freios, suspensão, alinhamento, pneus,
estepes, injeção eletrônica, carga de bateria, líquido de arrefecimento, faróis e lanternas. Prevenir
é melhor do que remediar, portanto, antes de pisar na estrada faça um check-up geral.
Vantagens da prevenção
Além de aumentar a segurança viária e reduzir o número de acidentes, a prevenção também
reflete no bolso. É muito mais barato fazer a manutenção preventiva do que a corretiva, pois são
eliminados gastos desnecessários com problemas e defeitos no carro que poderiam ter sido
evitados.
E ainda existem outras vantagens como a melhoria da qualidade de vida devido à redução do
volume de poluentes, agilidade no tráfego porque serão evitadas as quebras de veículos e
aumento do valor de revenda por melhores condições mecânicas.
Os motoristas precisam se conscientizar de que a manutenção preventiva é uma obrigação em
relação a você mesmo e em relação à sociedade, pois ao trafegar com um carro sem inspeção

EMPLOYEE THEFT CAUSES MAJOR HEARTACHE IN OFFICES

Employee misconduct or theft is not always a cut and dry issue, especially in many cases when the employee did not feel like they had done anything wrong. According to the National Retail Federation, 43 percent of the total losses in the retail industry in 2010 resulted from employee theft, and a 2007 study by the Institute for Corporate Productivity found that at least a quarter of all respondents said that theft of company office supplies, products, and electronic equipment has risen as a result of the recession. These incidents represent different levels of a problem, says California State University's David Whitney, who studies industrial-organizational psychology. "When we're at work, there's a belief of things that we're going to provide the organization and what the organization will provide to us," he says. "Part of that is the written contract, what we do for them and what they'll do in exchange. There's a psychological contract that goes along with that as well." Whitney goes on to explain that both employees and employers acknowledge that it is pretty much "the norm" if a worker might take a few more pens than they truly need. Such incidents are seen as "an expected cost of business." Where Whitney often sees problems arise is often when an employer crosses an invisible line, violating unwritten employee expectations about how the company or manager should behave. For example, if an employee has not received a raise in three years, they may feel considerably less guilty about taking items of larger value, or acting out in other ways. He encourages employers to prevent this kind of behavior by treating workers fairly and ethically, not giving them the occasion to feel slighted. This fairness does not just mean that companies must give in to employee demands. Instead, experts suggest setting out clear standards of behavior and consequences for employees, including some "minor" behaviors such as taking excessive breaks or viewing inappropriate content on work computers.

Home Secretary Theresa May delivered the keynote speech at RUSI’s Olympic and Paralympic Security Conference in central London. Where are we now with planning for a secure Games?-By Brian SimsThis coming summer’s Olympic and Paralympic Games promise to be the greatest sporting event in the history of Great Britain. They also demand the biggest peacetime security operation ever realised on home shores. You’ve probably seen some of the statistics around this event already, but they’re well worth reiterating for sense of scale. 10,500 Olympic athletes from 205 national Olympic Committees and 4,200 Paralympic athletes from 170 national Paralympic Committees are paying us a visit.The busiest competition day will attract no less than 800,000 spectators to the various Olympic events. Those physical viewers are to be supplemented by a global TV audience totalling an estimated four billion.Need for a safe and secure gamesSpeaking at yesterday’s Olympic and Paralympic Security Conference organised by the Royal United Services Institute (RUSI), Home Secretary Theresa May declared the Government and her law enforcement portfolio “ready to take on the challenge of delivering a safe and secure games”.Planning for the Games began prior to the bid being won in 2005 and has been going on ever since. In tandem with delivering a safe and secure sporting spectacle there has to be a strict adherence to the basic Olympic values and ethos. As has been said before, it’s a sporting event with a layer of security rather than the other way round.“This means we need a security approach that’s robust but seamless,” asserted May. “Visible but not intrusive, tough but intelligent... and that’s what we will deliver.”As you would fully expect at this juncture, May asserted that Games security plans are “well-developed” and the overall security operation is on track. “I know the International Olympic Committee shares that judgement,” said May as if to embellish that particular point.Like all western nations, the UK faces a number of ongoing threats to its national security. The Home Secretary is adamant that all have been taken into account at the planning stage.“We know we face a real and enduring threat from terrorism and we know that the Games as an iconic event will represent a target for terrorist groups,” explained May. “Our Olympic security plans have been developed against an assumption that the terrorist threat level at the time of the games will be ‘Severe’.”Given that the nature of the terrorist threat has developed and evolved over the past few years, the Government’s security plans compliment and draw on the capabilities and expertise developed through counter-terrorism strategy CONTEST.Importantly, though, May was keen to point out that: “We have specifically designed-in the ability to be flexible and we have kept everything under regular review. That flexibility will be crucial at Games time. It will allow us to respond rapidly and effectively to any unforeseen developments.”

OPEN PLATFORM FOR PRISION

IP video management software is the basis for CCTV in a
new central prison in Switzerland, which has twice as many cameras as guards
observing the life of those inside and outside the cells.

Approaching the 6m wall of the new prison in Lenzburg, Switzerland, it is
clear at the revolving steel door entrance that those inside are not the only
ones under surveillance. In use are 72 fixed and eight pan/tilt/zoom (PTZ) dome
cameras from Panasonic, and XProtect video surveillance software from Danish
software firm Milestone Systems, installed by the Milestone Certified Partner
Siaxma.Video specialist Thomas Rudin from Siaxma is a member of the
'CCTV System Committee' in the Swiss Association of Security System Installers.
Milestone open platform IP video software is used for management and operation
of the network-based CCTV instead of the originally planned analogue
equipment.This approach provides advantages: more flexible operation,
better image quality, simple configuration by users and multiple upgrade
possibilities. The enormous quantity of data - in the past the images from each
camera were saved for seven days - is stored on two Pivot3 servers installed for
this application; a third server runs in parallel as a redundant security
feature. In the outdoor area, infrared spotlights allow CCTV images during the
night.Software "As a Milestone Certified Partner, Siaxma not
only has the right product: one of its major strengths is integrating systems
from third parties with existing or new infrastructures," said Thomas Etter,
Deputy Security Instructor for the central prison. "We linked the video system
to the access control system, the intercom system and the security control
system."For example: "If someone reports from one of the intercom
stations or opens a door at a medical location, the image from the corresponding
camera appears immediately on the monitor", said Etter. "This ‘on-demand’
feature facilitates our work in the control center, particularly at night, when
only one prison officer is on duty. Moreover, it saves storage space while still
guaranteeing complete traceability of all events."The server from Pivot3
is set up with the Milestone software to retain archived video images only when
the camera registers movement, whereby the last 20 seconds before the event is
also recorded for better investigations.The floor plan for the CCTV
coverage is subdivided into zones on the Milestone map functionality; all camera
locations are interlinked and can be controlled via mouse click. The most
important can be switched on with the keyboard, where over 20 fixed settings -
ie the exact image sections - can be programmed. Otherwise the pan/tilt/zoom
motions of the cameras can be controlled with either a joystick or
mouse."The Milestone software allows us to complete such configurations
ourselves to the greatest extent, so we can adapt it quickly to our specific
requirements," added Thomas Etter. "Since the central prison is a new building
and our everyday routine with the prisoners is being developed step by step, our
requirements may change. But the video surveillance system remains independent
and flexible."
